An act to decriminalize marijuana
Be it enacted by the Youth Model Legislature of the State of New Jersey that the herb marijuana be decriminalized in a quantity less than or equal to one gram
Section I: Defines marijuana as any cannabis based plant.
Section II: Allows any resident in the State of New Jersey to carry less than or equal to 1 gram of marijuana on their persons legally
Section III: Places a 7% excise and sales tax on marijuana within the state of New Jersey
Section IV: Requires all persons who want to sell marijuana to apply for a permit of sale which will be reviewed under the same limitations as those looking for a permit to sell alcohol
Section V: Requires all persons who want to grow marijuana to apply for a permit to grow which will be reviewed under the same limitations as those looking for a permit to produce alcohol
Section VI: Makes it illegal for those under the age of 21 to posses, purchase, or use marijuana in any form unless a legal scrip by a liscenced physician is shown
Section VII: Vacates all convictions related to marijuana in the state of New Jersey

| Statement of Intent: To allow a significant increase in State revenue
Effective Date: This Bill shall take effect July 4, 2010
Financial Statement: The cost of going through all convictions and vacating them along with the cost of rewriting and redistributing the lawbooks will cost about $35,000.
