An act relating to improving speed regulations on The Garden State Parkway by amending N.J.S.A 39: 4-98.

Be it enacted by the Youth Model Legislature of the State of New Jersey that Be it enacted by the Youth Model Legislature of the State of New Jersey that speed limits on the Garden State Parkway will be increased to 75 mph is zones previously listed as 65 and increased to 65 mph in zones previously listed as 55 mph.

Section I:

Existing authorities will enforce new speed limits.

Section II:

Drivers who exceed the designated speed limit on the Garden State Parkway will be subject to fines and point penalties on their driving record.

Section III:

N.J.S.A 39: 4-98 will be amended to include a new system of greater fines exclusively for the Garden State Parkway. This new section will read: Exceeding the limit by 1-9 mph will result in a fine of $100, by 10-14 mph in a fine of $200, by 15-19 mph in a fine of $225, by 20-24 mph in a fine of $250, and 25 mph or more in a fine up to $325. All fines are subject to be doubled or otherwise increased in a Safe Corridor Zone or a Construction Zone.

Section IV:

Point penalties will remain as designated by N.J.S.A 39: 4-98.

Section V:

Existing reckless driving penalties will be enforced even if the driver in question is adhering to the revised speed limits. This includes but is not limited to drivers failing to adjust their speed limits in certain weather or traffic conditions.

     
Statement of Intent: Statement of Intent: The purpose of this bill is to make speeding regulations on the Garden State Parkway more practical while still maintaining driver safety.

Effective Date: This Bill shall take effect 6 months after it is enacted.

Financial Statement: Financial Statement: Since authorities to enforce speeding regulations on the Garden State Parkway already exist, there will be no additional cost for enforcement. Existing speed limit signs on the Garden State parkway will need to be replaced or adjusted, which will cost apprximantely $2,000. In addition, the cost shall be $5,000 for rewriting and redistribution of the law books
