An act relating to public safety regarding gun control.

Be it enacted by the Youth Model Legislature of the State of New Jersey that all persons attempting to acquire a firearms purchase identification card must pass a psychological examination and be deemed mentally stable enough to carry a gun in order to receive said identification card.

Section I. Upon request of a firearms purchase identification card, a person must show, as deemed by a licensed psychologist who is certified by the state of New Jersey to perform evaluations of this kind, an ability to maintain composure under stressful and confrontational situations and must demonstrate to the doctor that he/she would not misuse said gun in situation of distress.

Section II. All municipalities, prior to administering a firearm purchase identification card, must have possession of a sealed letter from said doctor proving a person has passed the proposed psychological test.

Section III. All people who are denied a firearm-purchasing identification card by said psychologist will not be allowed to reapply for a firearm-purchasing identification card until six years after the original examination.

     
Statement of Intent: Statement of Intent: The purpose of this bill is to decrease the amount of firearm related incidents by ensuring that those deemed incapable of controlling a firearm could not do so, making the lives of the public safer.

Effective Date: This bill shall be effective immediately. All identification card requests in the hands of the municipality shall be processed as they would prior to this bill, albeit any new request shall be required to have documentation of said examination.

Financial Statement: It should cost about $2,000 to inform all municipalities of this bill, as well as provide them with the means to begin the described additional procedures. It may also cost as much as $10,000 to fund for enough licensed psychologists to be available for the people of New Jersey for a sufficiently efficient process until there are an ample of amount of licensed doctors capable of providing New Jersey with the ability to give a firearms-purchasing identification card to anyone who qualifies as soon as possible.
