AN ACT to modify the requirements of the 6 point system in GDL.
Section I:

The six point ID system is a system in place to identify people before they are given a permit/ driver’s license. The six point system works with four essential IDs. The primary document, Social Security Number, Secondary document, and proof of address are all essential. The primary and secondary documents are assigned a point value and a person wishing to get a license must have an equivalence of six points worth of documents with them. Documents that qualify as primary include Birth Certificates, Passports, alien immigration papers, foreign valid visa passports, etc. Documents that are secondary include health insurance cards, property tax statements, bank statements, etc.

Section II:

The first part of this bill adds a foreign birth certificate with a notarized English translation to the list of 4 point primary documents.

Section III:

A change will be made to the list of secondary 1 point documents. Allowing an employer to write a signed letter confirming their employee’s identity to be used by the employee as the 0ne point secondary document. Certain points must be added to the letter which include the employers name, address and phone number. The name of the company or business that the employee works for. The business’s phone number and the DMV workers have the right to check a phone number to see if it is valid business or the employer exists. The DMV worker can only confirm the name of the employee and the name of the business. If they are confirmed then the DMV worker must count the letter as proof of Identity

Section IV:

The proof of a persons address if used as proof of ID will be modified to a one point secondary ID point and also count as the proof of address. However a signed note must be provided from the owner, landlord/lady, or a property management office employee, of the house. It must state that the person wishing to obtain a license is living in that house and give the name of that person.

Section V:

The Social security number part of the six point ID will be removed.

Section VI:

Any DMV employee refusing to give a person a driver’s license because they used any of the six point ID documents that have been amended above shall be fined $10,000 and dismissed.

Any person posing as an employer or owner of a business in the letter from an employer in section III shall be fined $10,000.

Any person lying about being the owner, landlord/lady, or employee of the property management office of the house of the person requesting a driver’s license shall be fined $10,000.

Any DMV worker found to be corrupt will be fined $10,000 and dismissed. Corruption will be defined as letting a person get a driver’s license without enough proof of identity, and also to allow a person to pass the six point ID without fake documents.

Section VII:

This bill shall take effect on February 2nd, 2011.

     
Statement of Intent: The purpose of this Bill is to accommodate the non- citizens of America who cannot drive to work, school, shopping, etc.

Effective Date: This Bill shall take effect a year after being passed
