An act relating to inmate labor during their sentence time
Be it enacted by the Youth Model Legislature of the State of New Jersey that all low-security inmates be allowed to work in consented communities during their sentence prison term.

Section I:

Low-security inmates will be extended the opportunity to perform simple manual labor for willing communities for 8 hours a day during their sentence on the condition of passing a mental and emotional stability test.

Section II:
|
If the individual inmate, during time of labor, acts in a way that is not conducive to the work being asked of him/her, said inmate will have the option of labor revoked.

Section III:
|
This simple labor will provided to the community free of charge; statewide, an upwards of $6 million could be saved annually.

Section IV:
|
By allowing the inmates to labor during the day, prisons will be alleviated of some of the fees of maintaining inmates as well as communities would not have to pay for some unskilled physical labor.

| Statement of Intent: The purpose of this Bill is to provide inmates with the opportunity to learn critical skills to re-enter the workforce after their sentencing while providing the state wth upwards of $6 million worth of basic human labor annually. Further, this would help mitigate the crippling cost of maintaining all inmates daily.
Effective Date: This Bill shall take effect June 1, 2012.
Financial Statement: As no additional funds are needed, this bill will only cost $5,000 for rewriting and redistribution of law books. All other financial factors will prove to be beneficial to the state.
