An Act relating to registered sex offenders.

Be it enacted by the Youth Model Legislature of the State of New Jersey that all registered sexual offenders must have a fluorescent, lime green license plate.

Section I:

Let registered sex offender mean any New Jersey citizen who has been convicted of sexual assault.

Section II:

Let sexual assault mean a crime of molestation. This may include, but is not limited molestation of children, child pornography, or rape.

Section III:

Only sex offenders who have committed a crime of serious sexual assault (like those listed above) shall have to register their vehicle(s) with a green license plate.

Section IV:

All registered sex offenders residing in the state of New Jersey must register any vehicle(s) in his or her possession with a fluorescent, lime green license plate. This license plate shall also have reflectors edging the plate for nighttime visibility.

Section V:

Local authorities will be notified of any registered sex offenders in their jurisdiction under Megan’s Law, including their license plate numbers.

Section VI:

Violators will be sentenced to a year or more in prison and a fine of at least $5,000. Actual prison sentence and fine will depend on the degree of sexual assault committed by the offender and number of violations.

     
Statement of Intent: The purpose of this bill is to allow public in close proximity of a registered sex offender, i.e. near his or her vehicle, to know that said individual has been convicted of a sexual offense. This will aid in public safety and awareness.

Effective Date: This bill shall take effect June 1, 2011.

Financial Statement: Sex offenders subjected to having a green license plate will have to pay for their new license plate(s), negating any cost to the state.
