An act relating to recess periods for students.

Be it enacted by the Youth Model Legislature of the State of New Jersey that all students be offered a recess period during their school day.

Section I: Define a recess period as a thirty minute block of time, taking place somewhere near the middle of the school day, where students are offered several different forms of physical activity.

Section II: A recess period must be offered in all schools throughout the state with children in grades ranging from Kindergarten through 12th grade.

     
Statement of Intent: The purpose of this Bill is to reduce the rate of childhood obesity and promote the importance of exercise at a young age. Roughly 23 percent of the population in the state of New Jersey is considered obese. This number needs to be decreased in order to promote the health of our citizens, as well as drive down costs of health care across the board. A perfect place to start is within our own education system. With more and more children becoming obese everyday, the need for opportunities to engage children in physical activity and exercise is increasing dramatically. Taking this step towards fighting obesity in children is imperative to improving the health of our children in the long term, and can also reduce future costs of health care as a bi-product.

Effective Date: This Bill shall take effect at the beginning of the 2011-2012 school year.

Financial Statement: The minimal costs of this bill will come from changing the state’s current law books.
