An act relating to public health regarding the H1N1 virus.
Be it enacted by the Youth Model Legislature of the State of New Jersey that all students in schools that have had recent outbreaks of H1N1 be required to take H1N1 vaccination.
Section I. If there are two or more students in a school that are diagnosed with H1N1 Influenza, it is a requirement that all students must receive an H1N1 vaccination through a private doctor or school allocated facility.
Section II. Students must obtain proof that they received vaccine, through a doctor's note and must present this note to the school.
Section III. The only students that may be exempt from taking vaccine are those that have legitimate medical reasons to avoid vaccination, and those that have religious reasons to avoid vaccination. In these cases a student must bring in to school either a doctor's note if reasons for not taking vaccine are medical or a note from a religious leader if the reasons for not taking vaccine are religious. Schools shall be responsible for monitoring and reporting (to Department of Health and Human Services) all students that have not taken vaccine.
Section IV. Any violators shall be fined $500 which is paid by parent or guardian. Student may also possibly be suspended until outbreak is contained and all patients are treated.

| Statement of Intent: The purpose of this Bill is to create a safer health environment for students.
Effective Date: This Bill shall take effect August 24, 2010
Financial Statement: Allocation of private facilities for students who do not have private doctors will be expensive. The New Jersey Public Education system is split into 40 districts which are made up of multiple town districts. If each of the 40 districts has about 5 vaccination centers and each center charges a few of about $5000 for a short period of time, the total cost should be about $1000000.
