An act relating to deer population management
Be it enacted by the Youth Model Legislature of the State of New Jersey that a strategy to effectively and responsibly reduce the deer population be implemented.

Section I:
|
There shall be no limit to the number of antlerless deer that may be taken by all hunters in public land open to deer hunting during the 2010-2011 deer hunting season.

Section II:
|
All regulations that do not specifically apply to antlerless deer, including, but not limited to, the timing of the hunting seasons, the number of antlered deer that may be taken, and the guidelines for the issuance of deer hunting permits, shall not be affected by this bill.

Section III:
|
During the 2010-2011 hunting season, the New Jersey Division of Fish and Wildlife shall have the power to reinstate the current regulations if their biologists detect a catastrophic decline in the deer population that constitutes a threat to the long-term sustainability of the deer population.

Section IV:
|
After the end of the 2010-2011 hunting season, the biologists of the New Jersey Division of Fish and Wildlife shall have no more than two months to present a report to the legislature detailing the efficacy of this program at managing the deer population.

| Statement of Intent: The purpose of this Bill is to reduce the dangerously high population of deer in New Jersey, which constitutes a threat to the safety of humans and the health of ecosystems.
Effective Date: This Bill shall take effect immediately upon being enacted.
Financial Statement: The only expense associated with this bill is the payment of the biologists who shall make the report to the legislature. All of these biologists would, in total, likely require no more than $150,000 dollars in extra payment for this report. However, the effects of this bill would mitigate that cost, since expenses would be reduced by fewer car accidents and fewer deer-related illnesses. All these together would reduce state expenses by more than $150,000, and thus the bill would pay for itself.
