An act relating to the renewal of drivers’ licenses in New Jersey.

Be it enacted by the Youth Model Legislature of the State of New Jersey that all persons with a driver's license and a certain amount of points go through tests to renew their license.

Section I:

After obtaining a driver’s license from the state of New Jersey, every time a person goes to get their license renewed any person with more than 4 points must past a road and vision test in order to renew his or her license.

Section II:

The renewal process will consist of a vision and road test.

Section III:

Six months prior to the date they must renew their license by, a letter will be mailed to them, and a call, reminding them of the renewal process, as with 1 month and 1 week.

Section IV:

Individuals found operating a motor vehicle with a license that was deemed invalid by this bill will be subject to the appropriate penalties for operating a motor vehicle without a proper driver’s license set forth in N.J.S.A. 39:3-10.

     
Statement of Intent: The purpose of this Bill is more safe by ensuring that everyone still knows the rules of the road and how to drive and drives safely by giving repeated vision and road tests every 10 years after one obtains a driver’s license.

Effective Date: This Bill shall take effect beginning on licenses obtained 6 months after this bill is enacted.

Financial Statement: The cost of this bill shall be $50,000 for rewriting this bill and redistribution of the law books as well as the extra cost of DMVs to provide this renewal service and the cost to send out letters.
