An act relating to amending New Jersey Statute 18A:41-1 Fire, School Security Drills.

Be it enacted by the Youth Model Legislature of the State of New Jersey that all New Jersey High Schools shall shorten their Safety Drill requirements.

Section I:

New Jersey Statute 18A:41-1 regarding school security drills shall be amended to read: Every principal of a school of two or more rooms, or of a school of one room, when located above the first story of a building, shall have at least one fire drill OR one school security drill each month within the school hours, including any summer months during which the school is open for instructional programs, EXCLUDING THE MONTHS OF DECEMBER TO FEBRUARY AND ANY TIME THE OUTSIDE TEMPERATURE IS BELOW FREEZING (32°F) and shall require all teachers of all schools, whether occupying buildings of one or more stories, to keep all doors and exits of their respective rooms and buildings unlocked during the school hours, except during an emergency lockdown or an emergency lockdown drill. Where school buildings have been provided with fire escapes, they shall be used by a part or all of the pupils performing every fire drill.

Section II:

The Youth Model Legislature finds and declares that the number of security drills currently required by state law will be reduced from two per month to one per month.

Section III:

The Youth Model Legislature finds and declares that no school shall hold fire drills during December, January, or February, or any time that the outside temperature is below 32˚F.

Section IV:

The Youth Model Legislature finds and declares that all New Jersey public school districts found in violation of this law shall face a fine of $500.

Section V:

Enforcement and penalties of this bill will follow NJ Statute 18A:41-3, punishing principals $100 for each offense.

     
Statement of Intent: The purpose of this Bill is to reduce time wasted outside of the classroom and to ensure the health and comfort of students by limiting when safety drills can be held.

Effective Date: This Bill shall take effect prior to the start of the 2010-2011 school year.

Financial Statement: This only cost of this bill is the writing and redistributing of law books.
