An act relating to the conversion of medical files within the State of New Jersey onto a statewide internet database.

Be it enacted by the Youth Model Legislature of the State of New Jersey that funds will be allocated towards digitizing medical records to be placed on a secure server online to improve the general medical system and level of care for the state.

Section I:

A state committee will be formed and responsible for the creation and administration of the Electronic Medical Records (EMR’s) system.

Section II:

The committee stated above will have 21 members (to represent the 21 counties) and will elect a chair and vice-chair for the committee based on a vote within the committee after it is formed.

Section III:

The State will auction off the rights for the creation of the system to the private industry so as to stimulate competition and ensure the best probable system.

Section IV:

Only after successive field testing, security checks and less than 99.999999% chance of error within the program itself will the program be implemented.

Section V:

After the system is initially created, the service will be provided on a voluntary basis and depending on the outcome and reaction of the public, it will become mandatory for providers of health within the bounds of the State to begin to digitize their medical records.

Section VI:

Should the program fail entirely (less than 5% of the State population is unwilling to voluntarily put their medical records on the database), it will be salvaged by selling the system (not the records) to the private industry to recover some degree of the time and money put into the program.

     
Statement of Intent: The purpose of this Bill is The purpose of the bill is to modernize the medical record communication system, to reduce physical filing systems by improving storage, to provide a more efficient method of medical payment, and to better equip the State to deal with any and all disasters.

Effective Date: This Bill shall take effect The act’s initial stages of committee forming shall take effect 60 days after passing.

Financial Statement: Over the course of 5-15 years, in real dollars, the cost of the bill shall be between 20 and 25 million dollars.
