An act relating to legalize the possession and sale of marijuana at dispensaries.
Be it enacted by the Youth Model Legislature of the State of New Jersey that the possession and sale of marijuana from a dispensary be legal in all districts of New Jersey.
Section I : It will be legal for anyone of the age 21 or older to posses up to one ounce of marijuana at a time. Current law enforcement laws will be enacted against anyone who violates this.
Section II: All dispensaries that intend to sell marijuana must be registered by the state and must give the state 33% of the income of every sale they make. All registered dispensaries will be given a license.
Section III:All dispensaries must record the information of every person they sell the product to and other important information.
Section IV: A dispensary may carry up to 50 pounds of marijuana at a time. All marijuana will be grown by the sellers in a state-owned indoor atrium. The entire growing process will be monitored by a worker of the state.
Section V:All dispensaries must provide their own security. If any marijuana is stolen, the licensed sellers will be fined for all missing marijuana.
Section VI:All marijuana being sold must first be approved by the New Jersey Department of Health and the New Jersey Department of Agriculture.
Section VII:Anyone selling marijuana (having over an ounce of marijuana at a time is considered “Intent to Sell”) without a license will be prosecuted by the state to serve jail time depending on the severity of the situation.
Section VIII:Anyone using marijuana must use the product at home and may not operate a vehicle or go to public places under the influence of marijuana.
Section IX: The use of marijuana is not permitted around anyone under the age of 21.
Section X: If someone of legal possession age purchases and provides a minor (someone under 21) with marijuana, he/she will be prosecuted to serve a maximum sentence of 1 year.
Section XI: The current state laws of possession and distribution will still apply to anyone under the age of 21.
Section XII: No active military or law enforcement personnel may use marijuana.

| Statement of Intent: The purpose of this Bill is to legalize the possession and sale of marijuana at licensed dispensaries. The tax on marijuana will provide the state more money during such tough financial times.
Effective Date: This Bill shall take effect 4 months after being enacted.
Financial Statement: The cost of this bill shall be $5,000 for rewriting and redistribution of law books. The indoor growing facility will be put in a vacant state-owned facility. All dispensaries must be in spaces owned or rented by the licensed seller.
