Be it enacted by the Youth Model Legislature of the state of New Jersey that New Jersey State Government requires HIV tests for its citizens.

Section I:
|
These tests will be administered to with health coverage and between the ages of 13 and 55. This test will be administered by licensed nurses. New Jersey has over 17,000 residents living with HIV.

Section II:
|
The type of test that will be performed at the physical would be either of the following: a mouth test (where one would gently scrape the inside of another person’s mouth into a Petri dish and would be analyzed in a lab for results), a rapid mouth test (gently scraping the inside of your cheek to get results in minutes, similar to a pregnancy test), or a blood test (a blood sample would be taken and would be analyzed in a lab for results). The most popular and most easy test would be the rapid mouth procedure.

Section III:

This bill will create and open up more job opportunities for many residents of New Jersey. The types of jobs that this bill will create are the analyzers of the tests performed.

Section IV:
|
Labs for analyzing the tests will not need to be built. The tests will be analyzed at local hospitals, and other local HIV/AIDS awareness centers.

Section V:
|
The residents of New Jersey that lack health coverage will not have the opportunity to get tested.
|

Section VI:
|
The HIV test will be added to an annual physical routine. There will be no need to pay nurses extra to perform the tests.

Section VII:
|
Catching HIV cases earlier will be one of the benefits of this bill. If all of the cases that are diagnosed throughout the year in New Jersey are caught on an earlier level, it will provide plenty of opportunity for a more proper and better treatment for the patients. And if the cases are caught earlier, it will reduce the risk of spreading the virus. If one has the knowledge that they do have HIV, they can take precautions to not spread the disease, and to be extremely careful in sexual intercourse, blood to blood contact, or in childbirth. In the end, this will also save New Jersey money because if there are fewer cases, there will be less money needed for support for the patients.

| Statement of Intent: New Jersey currently has the unfortunate ranking of the 5th state with the most cases of HIV/AIDS in the United States. This bill will allow people to catch and prevent cases of HIV in New Jersey.
Effective Date: This Bill shall take effect 5 months after passing
Financial Statement: Financial Statement: Since this test will only be administered to residents of New Jersey with health care coverage, there will be no cost for this bill. Health care coverage will be covering the small cost of the HIV test.
