An act relating to limiting the number of students in a public school classroom.

Be it enacted by the Youth Model Legislature of the State of New Jersey that each public primary and secondary school classroom does not exceed a capacity of 30 enrolled students, in order that all students participate in class discussions and receive adequate attention from their teachers.

Section I:

Public school classrooms shall have no more than 30 students enrolled in a particular classroom so that all students have an opportunity to individually participate in class activities and discussions without being overwhelmed by other students’ educational needs.

Section II:

In the case that there are over 30 students for the same class and subject, the total number of students will be divided between two classes. Public schools will then distribute the students according to scheduling conflicts, so long as the number of students in each of the smaller classes remains under 30 students.

Section III:

Teachers who are instructing the class of over 30 students may teach both smaller classes if their schedules permit. If those teachers are unable to teach one of the smaller classes, other qualified teachers may take the position. If the school does not have an available teacher to instruct the new classroom, a new one must be hired prior to the beginning of the school year.

Section IV:

Band and Chorus classes are exempt from this bill, as those classes require the collaborate efforts of many students.

     
Statement of Intent: The purpose of this Bill is to limit a maximum of 30 students to a classroom in order to assure students the attention from educators that they would not receive in a classroom of more students.

Effective Date: This Bill shall take effect on the first day of public school in 2011.

Financial Statement: The financial statement will be determined by the treasury department.
