An act relating to student population increases in new public school facilities.

Be it enacted by the Youth Model Legislature of the State of New Jersey that population projections be re-evaluated one month prior to the commencement of new public school facility construction.

Section I: Let it be defined that Cohort Regression Analysis is the method of looking back five years into historical growth to create a five year projection trend into the future.

Section II: The township or district in which the new school is built must hire licensed professional planners, or demographers, from the American Institute of Certified Planners to create the original population projections.

Section III: All new population projections must be based on, but are not limited to; the township’s home development approvals, development trends, and anticipated student population increases, as determined by the professional planners. The Cohort Regression Analysis will no longer be the only factor when creating projections.

Section IV: Original projections for new school facilities must include the perceived population five years into the future with an additional two percent population increase per year. This additional two percent will allow for unprecedented population increases to fit within the final school plan.

Section V: Original school plans must be created with removable classroom wings, which can be eliminated from building plans if necessary.

Section VI: One month prior to the commencement of school construction, the professional planners must re-evaluate population trends, home development approvals, etc., to create a final population projection for the district.

Section VII: If new population projections follow the old projections, with the included two percent increases, the school facility will be built according to plan. If new projections are smaller than the old projections, school size can be apportioned to the new perceived population.

     
Statement of Intent: The purpose of this Bill is to ensure that a new school facility is capable of handling student population increases. This will ensure that new facilities will not have to be repeatedly constructed, which saves the state and the citizens valuable monetary and other resources.

Effective Date: This Bill shall take effect January 1, 2011.

Financial Statement: The Financial Statement shall be determined by the Treasury.
